Department of Cooperation with Local Self-Government and Administrative Supervision Affairs

The Department for Cooperation with Local Self-Government and Administrative and Supervisory Affairs has the authority to supervise municipalities in the area of ​​implementing environmental legislation at the local level, and from a legal point of view points out the material and procedural deficiencies in the work of the authorities. of the municipalities, monitors the timely adoption of the regulations that the municipalities carry in accordance with the laws in the area of ​​the environment. It proposes an Annual Plan for the supervision of the municipalities and also acts on extraordinary reports, notices and findings and organizes trainings for municipal employees. 

Within the Sector, there is a Commission for Violations and a Commission for Conciliation which, in accordance with the laws in the area of ​​the environment, conduct procedures initiated by environmental inspectors and other authorized persons and impose fines and other criminal sanctions. 

Coordinates the work for issuing import-export permits through the EXIM system in terms of their approval, payment of environmental fees and complete documentation. 

Monitors the course of administrative proceedings conducted in the ministry and provides assistance for the proper conduct of proceedings, including responses to complaints, lawsuits and submissions for court proceedings.

The department for cooperation with local self-government and administrative and supervisory affairs has two departments in its composition, namely:

• Department of Local Government and 
• Department for Administrative and Supervisory Affairs

Departments perform the works related to:

• Coordination of inter-municipal cooperation for the execution of responsibilities in the area of ​​the environment
• At the request of the LGU, from a legal point of view, it points out material and procedural deficiencies in the affairs of municipal bodies, 
• Follows the timely adoption of the regulations that the municipalities pass in accordance with the laws in the area of ​​the environment and spatial planning, 
• Monitors the process of environmental reforms, as well as the legality of the work and actions of local self-government bodies
• Proposes an Annual Plan for the performance of supervision over the legality of the operations of the municipalities, the municipalities of the City of Skopje and the City of Skopje
• Proceeds on submitted requests for initiation of misdemeanor proceedings
• Proceeds on submitted requests for initiation of settlement procedure
• Coordinates the matters of adoption of decisions and other acts for which the Ministry decides at the request of citizens and legal entities
• It resolves and provides assistance to other departments in the ministry and for other issues of administrative procedure
