Department of Spatial Planning

Spatial planning ensures balanced spatial development, rational arrangement and use of space, conditions for humane living and work of citizens, as well as the provision of measures for the protection and improvement of the environment and nature, protection from military destruction, from natural and technological disasters, etc.

Spatial planning is a continuous process that is realized through the permanent creation and adoption of spatial plans, as well as coordinating their implementation, i.e. their implementation.

The spatial planning activity is an activity of public interest, regulated by:

• The law on urban planning;
• The Law on Implementation of the Spatial Plan of the Republic of Macedonia and
• Chapter X of the Environmental Law

The implementation of these laws is under the competence of the Ministry of Environment and Spatial Planning - the Department of Spatial Planning, which is organized in three departments:

• Department of Plans and Spatial Policy
• Department for Implementation of Spatial Plans
• Department for Strategic Environmental Impact Assessment

Obligations of the Department arising from the Law:

• coordinates the procedure for the creation of spatial plans;
• implements the procedure for their adoption;
• monitors their implementation (through the preparation of annual reports on the implementation of the Plan);
• issues Spatial Planning Conditions (Decision on Spatial Planning Conditions);
• participates in the preparation of legal and by-laws;
• gives an expert opinion on compliance of lower order plans with the State Spatial Plan;
• prepares an assessment and a two-year program for the implementation of the Spatial Plan of the Republic of Macedonia;
  gives opinions in the field of spatial planning;
• coordinates and implements the policies for the implementation of the strategic environmental impact assessment procedure;
• makes an analysis and assessment of strategic environmental impact assessment reports and issues an Opinion after the Report and a Decision for the implementation of a strategic environmental impact assessment;
• prepares documents and proposed legal solutions, required expert assistance and expert opinions in the field of strategic environmental impact assessment.
